In Grade 5, students learn how the value of a digit changes when it moves to a different place in a decimal number, all the way to the thousandths.
The key idea: each place is 10 times the value of the place to its right. Moving a digit one place to the left makes it 10 times as much; moving it one place to the right makes it 110 as much.
Official benchmarkExpress how the value of a digit in a multi-digit number with decimals to the thousandths changes if the digit moves one or more places to the left or right.
On the FAST test: part of the Grade 5 reporting category Number Sense and Operations with Whole Numbers, which is about 23–29% of the test.

Worked Example 2
Places to the right of the decimal point get smaller. 0.05 is 10 times as much as 0.005.
The first place after the decimal point is tenths, the second is hundredths. The 6 in 2.06 is 6 hundredths, or 0.06.
Use a place value chart with ones, tenths, hundredths, and thousandths. Writing each digit in its column makes it easy to see how many places a digit has moved.
